Strategic analysis of the Brazilian federal government’s performance in the COVID-19 pandemic: 2020-2021

Abstract The study aim is to analyze the performance of Brazilian federal government (FG) in COVID-19 pandemic, seeking identify tensions and conflicts between actors institutions three branches FG with state governors. Data production included a review articles, publications documents that pandemic evolution record announcements, decisions, actions, debates controversies these period 2020 2021. results include characterization action style central Actor analysis Presidency, Ministry Health, ANVISA, governments, House Representatives Senate Federal Supreme Court, correlate them debate around political projects for health dispute under current circumstances.
